AFCS is currently seeking a full-time Supervisory Public Affairs Specialist (Chief of Public Affairs), to work for the Air Force Materiel Command (AFMC) National Museum of the United States Air Force (NMUSAF) at Wright-Patterson Air Force Base near Dayton, OH.

This position is an NH-1035-III which has a typical 2020 salary range of $78,858 -$121,907 (includes locality pay).

The primary purpose of this position is to manage public affairs and marketing activities in support of the mission of National Museum of the USAF. To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Public Affairs Division of the National Museum of the USAF.  

Candidates should have strong organizational and leadership skills, have a working knowledge of protocol processes and exhibit exceptional people skills. In addition, candidates must have strong problem-solving ability, including metrics-driven thinking. Candidate should have experience with digital and direct response marketing. Candidates must be able to analyze customer insights, consumer trends, market analysis, and marketing best practices to build successful strategies. Candidate will oversee creation and delivery of press releases, advertisements, and other marketing materials. Candidate will be responsible for creating and executing the NMUSAF social media strategy. Candidate will be required to plan and implement outreach via online advertising, social media, search engine optimization and digital media management as well as leading traditional media outreach efforts.

DUTIES:

DUTY 1. Plans, organizes, and directs Public Affairs activities, ensuring that marketing and publicity complies with legal and regulatory requirements and meets customer needs. Advises on the potential public reaction to proposed policies, plans, and actions. Implements Public Affairs tactics, techniques and procedures to support and amplify the Director's priorities, unit mission and organizational objectives. Identifies communication needs and directs the development and execution of communication strategies, goals and objectives, programs, processes, and materials to meet those needs while synchronizing and integrating communication messages with those from higher headquarters. Researches and determines or recommends appropriate actions or interpretation of issues. Develops and directs a comprehensive Public Affairs program integrating media relations, social media, community relations, internal information, communication planning, contingency/crisis response, security and policy review, and Public Affairs resource management elements.

DUTY 2. Directs the execution of the Public Affairs program integrating media relations, social media, community relations, internal information, communication planning, market analysis and security and policy review. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Balances workload and provides advice, guidance, and direction on a wide range of Public Affairs matters. Monitors and evaluates progress toward meeting goals and adjusts objectives, work plans, priorities, schedules and resources as required.

DUTY 3. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards.

DUTY 4. Represents the National Museum of the USAF with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with international, national, regional and local media; state and local industry-related and tourism groups; public affairs and marketing personnel of specialized staff and press secretaries, Air Force Museum Foundation; and museum staff. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization.
